I often run across blog entries for a particular tip, trick or tweak for “Windows XP” that invariably starts with “…open Group Policy Editor..”. Then, in true Digg-esque fashion, 15 comments not-so-politely inform the author that GPE is only present in XP Pro, so this tweak is useless for XP Home users.
Or is it?
GPE is one of the features in Home that was stripped in the (failed, in my opinion) attempt to make it more friendly for the home user, but it has a wide variety of practical uses for any power-user. GPE itself consists of only about 8 files, mostly DLL’s, as well as a small folder tree, therefore, if one were to determine the identity of these files and re-create the tree, you should be able to use GPE in XP Home, right?
Found in the forums at PCPitstop, a forum mod by the name of stormy13 offers up just that in the form of a 934k zip file.
It required a few minutes of work to extract the contents to the proper locations and register the new DLL files, but detailed instructions are included.
Fair warning: Although I scanned the file thoroughly, as always, beware of such things when downloading, and scan them yourself. Also, I cannot be assured how long the link (see below) will be active. It was posted quite some time ago, so it will likely be around a bit longer.

Unfortunately this file won't register with regsvr32 in 'run'.
“appmgmts.dll”
The file path is proper but the message says:
“C:WINDOWSsystem32gpeditappmgmts.dll was loaded, but the DllRegisterServer entry point was not found.
This file can not be registered.”
All the others worked fine, apart from this file.

GPE isn't for Windows XP Home edition!! This file “appmgmts.dll” won't register so all you have is a GPE for show and nothing more. It doesn't save any settings! If somebody knows how to make the above file to register maybe it would, I don't know for sure. I haven't read online that anyone has a working GPE in Windows XP Home. They might offer steps on how to install it, that's not the problem, getting it to function like the one in XP Pro is!

Ya these things never work. I've tried several hacks like this, and although this one is the most promising, you still can't register appmgmts.dll. I just changed all kinds of things including forcing classic start menu for all users. None of it is enforced on other accounts. You end up with the same gpedit as xp pro, but it doesn't work. Also for anyone trying this, put the dlls and msc in the system32 folder (not in system32gpedit files).

The instructions on the add on appear to be incorrect as the aptmgmts.dll file i dont have registered yet the group policy editor works and is fully in tact
