Several states have enacted laws to restrict cell phone use by drivers in moving vehicles. AFAIK they have NOT seen any reduction in collisions.
My employer's policy is that I cannot even use handsfree cell phones, nor eat, nor drink, nor have serious conversations with passengers. California says that drivers cannot even HOLD cell phones, that is, I can't look at it to see if I need to find some place to stop to return a call if it requires holding it.
What matters is not the years in one's life but the life in one's years.
