A friend got that nasty popup window saying computer infected by virus buy our virus protection.
They can do noting without the popup surfacing.
They can't start a browser so anything online is out.
What can they get to run from a boot CD that will clean this little nasty off?
They have another computer to make the boot CD from.

A beautiful little freeware program that you can put on USB and run from there but I had to put the PC into safe mode.

That might or might not work. Combofix might be what you need. This is a variant of a hijacker. It usually is usually accompanied by with a trojan that turns your machine into a zombie and helps infect it with other baddies. You won't be able to stop the process in the normal ways, it just comes back. Standard Malware tools seem to get rid of them but usually they return soon after reboot. Combofix is almost always successful (I have had it fail once). Not for noobs.

If you have to ask someone help you find a misplaced doc on your computer, combofix isn't for you. Intermediate users are okay. Be careful to get it only from a trusted source. http://www.bleepingcomputer.com/combofix/how-to-use-combofix
I've used it about 5 or 6 times. Once it would not remove the infection. I think the infection was newer and had not been added to their fix data.
I have never asked a helper. In most cases it's the only thing that will work that I have found. it has worked when Malwarebytes wouldn't
