I received this offer a couple of months ago through one of the MS newsletters I'm subscribed to. Unfortunately, in Europe it's 213 € ($260 at today's rate) for the TechNet Standard subscription. And of course the usual license restrictions apply, you're not supposed to use your Windows installations for production.
Oh, and BTW, you forgot to mention that the TechNet subscription also gives you access to Office 2010, also with 10 keys good for 10 activations each
, not to mention Server 2008 and SQL Server…

Hmmm. I could use 7 at work and we all could use office 2010...
I'm sure the boss will like the savings and I would like the subscription. Does it include Visual studio?

No, for that you will have to go up a few levels of subscriptions .. possibly the Professional one
I read it as being for evaluation purposes only. Not to be used in a commercial or production enviornment.

For Visual Studio to be included, you need an MSDN subscription, not a TechNet one. They're more expensive – but it may still be worth your while, and from time to time they have cheap promotions too (they had one less than 3 months ago, $400 for an MSDN Professional 1-year subscription).
Actually more for learning. I rarely use Office. I rarely use Visual studio 2005. I'm using AVR GCC for C.
It would be a great learning opportunity. A short 30 or 60 day trial is not long enough to get the feel for any software.
